Those of the neutral group are just that: neutral. They can be Titans or they can be ordinary people. These people just live day by day and do not belong to the government, Aegis, or Haven. Some of them may wish to join one of the groups but they are not one at time of creation. If your character decides to join a group there must be a thread with your neutral character meeting with a member of the group they wish to join. Once the thread is finished and they have been accepted it you may pm a staff member and we can move that character into that group. A character may only switch their group once unless granted permission from an admin.
Haven was the first group to form for the protection of gifted people. They almost immediately planted spies in the D.T.R.C. and were able to steal information regarding which Titans were being tracked. Haven has many safe houses all over the country and will move those in danger of being captured into one of these safe houses. At one point in time, Titan himself decided that they were still losing to the government and that it was time to kick it up a notch. He and many members of Haven made their own group called Aegis. Haven still works closely with Aegis but they do not join any fighting. Recently it's become obvious that the D.T.R.C. have their own spies in Haven as some of their safe houses are being raided. The gifted they sought to protect are being captured and Haven's top priority right now is finding the spy. The majority of Haven members are gifted but if there is a purpose to it an ordinary person can join Haven.
Aegis formed four years after Haven did. Titan had never thought that the world would just turn their backs on the gifted people. He assumed everything would get better and people would be able to use their abilities in a constructive way. He joined Haven but as the D.T.R.C. grew ever bolder he knew he couldn't be satisfied with simply hiding for much longer. He formed Aegis and others who felt the same from Haven joined him. Aegis began plotting to destroy holding facilities and make the nullifying serum a torture tool of the past. Aegis actively breaks into holding facilities and frees many gifted from within. On their largest scale break-out yet Titan was caught, leaving the leadership of Aegis to fall into Viper's hands. It is unknown for sure where Titan is being held but it is assumed he is in the NYC holding facility. Members of Aegis are all gifted. If you wish a regular person to join Aegis you must get permission from a staff member and have a strong reason for them to join.
The D.T.R.C. formed after the stunt pulled in NYC. There had always been other groups tasked to clean-up after similar stunts and get videos off the internet but nothing of this size had occurred in the past. In addition to the location and execution of the stunt, social media had allowed it to go like none had ever grown before. The government was forced to whip together a new organization that would be their face for protection. This group does many things. The most important task they are set to is the tracking and capturing of Titans on the run. The D.T.R.C. group is made up of mostly non-gifted, but there are Titans who work for them as well. These Titans usually either have a very strong ability or an otherwise useful ability. Any gifted member of this group has a tracking chip implanted in them in a location unknown to them. They also wear a thick metal bracelet that can only be removed with the proper machine. This bracelet tracks the level of brainwaves controlling their powers. If the level raises to a dangerous level the bracelet will inject a small dose of the nullifying-serum. This makes certain that though these Titans work for the D.T.R.C., the department is always in charge. If a gifted agent requests to be released from service they will go back into the holding facilities.
